      NOTE: This suggestion is for Confluence Cloud. Using Confluence Server? See the corresponding suggestion.

      Could we split the ability to add / edit templates out from the rest of the 'administer Confluence' rights? We want to allow users to create and edit templates but don't want them to be able to administer the rest of confluence, at the moment this doesn't seem possible to set up.
