Disabling General Shortcuts doesn't disable all of them

      Steps to reproduce:

      1. Open the Keyboard Shortcuts dialog (menu: Help > Keyboard Shortcuts).
      2. Uncheck "Enable General Shortcuts"
      3. Close the dialog.
      4. Go view any page that you are allowed to edit and/or can comment on.
      5. Press "e" (the edit shortcut) or "m" (comment)

      Expected results:

      • Nothing. The shortcuts should be disabled.

      Actual results:

      • If you pressed "e": The edit action is triggered and you are redirected to the Edit screen for the page you were viewing.
      • If you pressed "m": The page jumps down to the comment box.

      I haven't checked all of the shortcuts. There may be others that also aren't disabled. This issue also blocks the usage of some accessibility softwares, as those applications also use general shortcuts that are overwritten by the ones in Confluence.
