User for security audit purposes (Global Read-Only User)

      As Atlassian Confluence users inside an company (eg: insurance company), we'd like to be able to create a users which can have access to ALL spaces for auditing purposes.
      For now we can provide this functionality by giving system administration permissions to the user, but this of course means a violation in separation of roles and tasks which can be performed.
