Extend the web-section module to allow to add a custom button besides Add, Watch, Share, etc. at the top of the page

As discussed with Matthew Jensen at the Atlas Summit this year it would be good to have a plugin point as part of the web-section/condition for that. For Scroll Versions which is one of our plugins we currently do this by using javascript but a official plugin point would be better and more stable from our point of view.
