Attachment "Download All" does not download attachments with Chinese Characters in IE

      **Summary**
      Attachment "Download All" feature does not download attachments with Chinese Characters in IE. Verified on IE 11.

      **Steps to Reproduce**

      1. Upload attachments with Chinese Characters in the name
      2. Download a normal attachment
      3. Download All attachments in the page
      4. The document(s) with the chinese character will not be downloaded
