Linking Confluence page using linking feature will create a dynamic link that still work if the content is moved or updated (page, blog or attachment).

However, this is not the case if Confluence user link the content using Web URL. When such link created, Confluence won't be able to modify the link to point to the correct content if its moved or change as the URL to access the content will be changed in the process as well.

Suggested Solution

Confluence should provide a warning that creating such link could leads to issues in the future by applying the warning in the "Web link" pop up window as can be seen below:
