Compare Changes shows formatting change when not changed

      To reproduce:

      1. Edit a page, add an anchor and a link to the anchor.
      2. Save the page
      3. Edit again, add some text
        In Page History when you Compare Changes the link to the anchor will be highlighted in blue, indicating the format of it was changed, even though it was not changed.
