      When using Instructional Text when creating templates in Confluence, you cannot add any formatting.

      To reproduce go to:

      • Confluence Admin -> Global Templates and Blueprints -> Edit -> Template -> Insert Instructional Text
      • Try adding bullets, for example, either by copying a pasting something from the editor and/or trying to use the editor directly
