Confluence does not display Minsk timezone correctly

      NOTE: This bug report is for Confluence Cloud. Using Confluence Server? See the corresponding bug report.

      Minsk has stopped daylight savings since 2012, and the correct Minsk timezone is GMT+3, however, it is showing up as GMT+2 in Confluence.
