Share on Confluence button does work intermittently

      when pressing the Share on Confluence bookmark button, this message appears:

      Share a Link

      You are not allowed to share on this Confluence. Click here to contact admin.

      tried in chrome and explorer
      –

      users are both developers and have full access to relevant confluence projects.

      –

      going through confluence and creating a new page, share a link works for both users.
      –
      no problem for me as admin
