Users cant see Watchers anymore

      In confluence 3.x was a feature in page tools to see watchers of a page as normal user (without space admin rights). This feature is lost since Confluence 4.x. Watchers moved to manage watchers and can just be seen by space admins. Was that intended to take normal users that option away?
