Confluence refuses to start up if the old build number is shorter than the current build number and begins with a higher number. For example it will fail to start if the old build number was "806" and the new one is "4013", but will work fine if the old build number is "400" and the new one is "4013"
Confluence will not start up because the build number in the home directory [806] is newer than the Confluence build number [4013].
