Share button does not auto complete users that have not logged-in

Using Crowd with the Active Directory connector. New user gets synchronized and a Confluence account is automatically created during synchronization.

1) Create new user in Confluence via Crowd sync
2) Open a Confluence page
3) Click Share button
4) Start typing new user's name (or username)

The user is not found.

5) Log in and out as the new user
6) Open a Confluence page
7) Click share button
8) Start typing new user's name (or username)

The user is found.

Confluence share button seems to only allow users who have logged into the system.
