Clean up/sync delegated LDAP users

      Would be handy to be able to check users in the database against LDAP and remove/disable users who no longer require access.

      For example, a university who has students come and go constantly would potentially have a huge cwd_users table. If they've been removed from LDAP they could be removed from the users table, or archived to a "non-active" users table.
