Recently Viewed Tab: User expects to see most-recently viewed issue at the top

      We've gotten a few bits of feedback about this from Matt Hodges and Jim Severino. I also find it confusing. In fact, I just assumed that the "recently viewed" tab was broken since it wasn't showing my most recently viewed issue at the top. It wasn't until two people requested that we fix the sorting that I realized it was just a sorting issue.
