Migration for JIRA Issues and JIRA Portlets to Gadget URLs

      In particular with JIRA Portlet Macros which are on their way to being deprecated in JIRA, it'd be good to offer a way to migrate existing jiraportlet (and while we're at it jiraissue) macros to gadgets.
