Update translations overview page, and request Spanish and Portuguese on top of all other translations

      Follow same steps as for 3.0 in regards to French and German, but also update http://confluence.atlassian.com/display/DOC/Creating+A+New+Confluence+Translation and send message to Todd, so he can pass it on to our new partners for Spanish and Portuguese translations.

      We should request this around the 20th October. I'll pop Hagen a mail now, so he knows what's coming.
