Confluence needs to create an audit trail for administrative changes, similar to JRA-3157. In particular, it is important to create an audit trail for all changes to users and groups.

- Space management (e.g. create, delete, export)
- User & Group Management
- Global Permissions
- General Admin (e.g. Mail server)
