[CONFSERVER-6659] Support language selection for anonymous users

try to set a cookie parameter

            examples:

            confluence-language="de_DE"
            confluence-language="en_GB"

Wolfgang Lutz added a comment - try to set a cookie parameter examples: confluence-language="de_DE" confluence-language="en_GB"

As for me it's better to be able to set locale for anonymous users by default, disregarding browser's locale.

Ideally, our customer would like a feature where Confluence can redirect the user automatically (based on the user agent of the browser) to the corresponding translated page for the page requested.

So, if a user request page "ABC" and his browser locale is Japanese, it would be great if he actually lands on page "ABC (Japanese version)".
