Support language selection for anonymous users

      Summary

      It's not currently possible to set a language for Anonymous users.

      Suggestion

      Only logged-in users can set their language preferences. Provide the ability for users to choose their own language or set it to their browser default.

      Also, when Choosing a default language, Anonymous should receive the default.
