Summary

Users can't 'Add Link' to the sidebard in Confluence when there's no homepage

Environment

Steps to Reproduce

1. Create a new space
2. Delete the 'home' page of the new space
3. Select 'Space tools' on bottom left
4. Select 'Configure sidebar'
5. Click 'Add link'

Expected Results

Add link dialog appears

Actual Results

Nothing happens other than a '#' being added to the URL in the address bar
No console errors
No logged errors in Confluence logs
