[CONFCLOUD-54279] Two scroll bars in Confluence

The real issue here is that when you're working at the bottom of a page, the outside scroll drops, and the editor toolbar is scrolled off the page. Every time you need to click the toolbar, you have to first slide the outside scroll up.

I see this issue is very old. Sigh.

Why was it closed?
