Confluence OnDemand was recently updated to version 5.1. The userlister macro now displays the following error message on all pages which use it:

Error rendering macro 'userlister' : com.atlassian.confluence.plugin.descriptor.web.conditions.PeopleDirectoryEnabledCondition.setSettingsManager(Lcom/atlassian/confluence/setup/settings/SettingsManager;)V
