Steps to reproduce on clean confluence instance
- Go to demonstration space
- Click Tools - Attachments
- Add attachment - any format (csv and ppt have been tested)
- Label attachment with a label - any label
- Use edit in office or attach file again to give two revisions.
- Add another label
- Refresh the page
- You will now find that the initial label is duplicated, one for each revision, yet the new label only appears once.
- Adding another label after this does not duplicate any of the existing labels.
NB: This issue no longer occurs for new labels created in Confluence 4.3.
However, any duplicated labels will still remain after upgrading. To remove them please follow the below steps:
- Click the pen icon to edit the labels
- Click on the X of one of the duplicated labels
- This will make all labels of that word disappear, however it has only removed one. This is being tracked in CONF-26727
- Close the label editor
- Refresh the page
- Repeat with all duplicated labels.

I should note, that duplicated labels that were created as a result in 4.2.13 do not get removed when upgrading to 4.3. Also strange behaviour is exhibited when trying to remove the duplicate. Clicking the x on the label actually removes all of the labels with the same name, clicking close looks like the attachment then has no labels. However, a refresh and they appear again.
