Plugin Loader should reinstall plugin if same Version is installed

      PLUG-73 is causing problems reinstalling plugins.

      During development you often want to install SNAPSHOTS of a plugin before releasing it. This can mean installing updates of a plugin that all have the same version. PLUG-73 is meant to force confluence to uninstall before reinstalling the plugin.

      It appears that some resources may still be cached and aren't being flushed correctly during the uninstall. This results in stale templates being used.
