      Issue Summary

      Manage users screen erroring.

      Steps to Reproduce

      1. Go to "Billing" in the admin portal admin.atlassian.com
      2. From the list of products, select the one that you would like to generate the report for and click on "Manage"
      3. Once the app/product information is displayed, click on the "Quantity" column where the number of users is

      Expected Results

      A list of users using the app/product should be generated.

      Actual Results

      The error "Something went wrong" is displayed, and it seems that it is not redirecting to the intended URL.
