Organization billing preview page fails to load for organization administrators with the new billing system

Steps to Reproduce

1. Configure an organization administrator in an organization with the new billing system
2. Do not grant any billing admin or business contact role to this organization administrator.
3. As the organization administrator navigate Org Admin > Billing

Expected Results

https://admin.atlassian.com/o/ORG_ID/billing-preview

• The page should load for the organization administrator.
• If there is a missing permission required for the new billing system, the org admin should be warned.

Actual Results

https://admin.atlassian.com/o/ORG_ID/billing-preview

• The page simply fails with the error "Failed to load apps. Try again later"

Workaround

Contact the main billing admin for your organization and request to be added with a billing admin role
