Issue Summary

In the current situation only Billing admins are being notified for site deactivation.
However if the billing admin leaves the organization, Site deactivation email would go unnoticed.
The idea is to send site deactivation email to Org admin also to take the action

Currently there is no known workaround for this behavior. A workaround will be added here when available
