Allow organization admins to manage licenses (add or remove)

      Currently, you need to contact the enterprise Sales team to add products to enterprise plans or modify license counts (adding or removing).

      Org Admins should be able to self-serve through the Org administrator's UI in either buying additional licenses, managing where those licenses are used on each site, or removing licenses without reaching out to our sales teams.
