Issue Summary

Currently, partners who have availed OneAtlassian sites are not able to install any apps in the Jira site.

Steps to Reproduce

1. Opt for a OneAtlassian Demo site.
2. Be the org admin of the site.
3. Try to install any marketplace app on the Jira site.

Expected Results

The app is installed.

Actual Results

The app is not installed with an error "Unfortunately we are unable to process your request. Please retry again in some time"

Backend error: (for search purpose)

message: Slauth Token - Invalid, Staff Context Status - Invalid, User Context Status - Valid, User does not have required billing role, Asap issuer whitelist check failed

Workaround

Customers need to reach out through their original OneAtlassian ticket which they raised to avail of the OneAtlassian demo site and in that request the app to be installed from the backend.

Additional information

This is a new case created because the MP-193 was closed as not able to reproduce and assumed that the problem was resolved.

However, we still have customers reporting the issue.
