User Problem
Deactivated Compass still consumes the full user license. As a result, the org admins can't assign a new site admin if they decide to deactivate the Compass (Free plan) as you can only have up to 3 full users.
Error message when you try to assign a new site admin:
You've reached the maximum number of users for one of your products. To give the user product access, upgrade your plan.
Suggested Solutions
We have a grace period to revert the deactivation, but while it is deactivated and waiting for deletion, it should not consume licenses.
Current Workarounds
Remove all groups from the Product access on each site.
