Implement Test Optimization for Grails: -clover.optimize

Running -clover.optimize will:

• save a clover.snapshot on the first build
• use this, to discern the optimal set of tests and their order, to run for subsequent builds based on:
  • which source files have been modified
  • length of test
  • test result - failed tests will always be re-run
