New option to "Run Optimized Tests" on every Make (CMD-F9)

Some excellent user feedback from Sam and Justin internally:

Clover Test Optimization in IDEA (eclipse too!) needs to optionally be able to run on every Make (but not on Full Builds?) event.

This means that there is no need for a user to jump through the hoops of assigning a new shortcut key to the "Run Optimized" action.

What hoops?

• clone the existing Keymap
• think of, and find a free shortcut combination
• configure the Default test run configuration to "Make" and not "show this dialog" before each invocation.

The first time a user chooses to "Run Optimized" - the plugin could ask them if they wish to "Run Optimized" after every time they Make.
This should also be a configuration option in the "Test Optimization" section.
