unable to load license file with maven clover plugin

      jdk 1.5, vista ultimate, maven 2.0.9.

      My company has a license for clover like follows:
      Product: Clover
      License: Server License, 0.x, 1.x
      Issued: Mon May 29 2006 07:45:20 CDT
      Expiry: Never
      Maintenance Expiry: Never

      It was working with our ant build but now we have moved to Maven. I cannot get my maven build to pick up the license however.
      I put the license in the directory I'm running clover:clover from with and it always looks to a JAR in my repository for the file. I've attached the output the following command:

      mvn clover:clover -Dmaven.clover.license.path=clover.license -X
