Jira Dashboards configured as Wallboards should be entirely accessible to anonymous users (if system, project, & filter permissions are set accordingly). For example, currently, when a dashboard is configured with a handful of pie chart filter results for a given project, when the dashboard is accessed anonymously (without logging in as a user), the dashboard will display but the graphs will not populate. Ideally, all non-restricted widgets and their results should be accessible (view-able, if not interactive). At a minimum, "executive summary" type widgets (line/bar/pie charts which do not display issue details) should be made view-able by anonymous users, if so desired.
