Scrolling items in a project backlog is a poor experience using a mobile device such as an iPad.

To scroll the list of 'issues', every person I've 'user tested' tries to scroll the list with their finger, but the item they touched on the list is just dragged and dropped instead.

THere is only a narrow section on the screen that you can use to scroll the list. Outside of that, the scrolling action magnifies the screen.

This is terrible to use. I suggest that you select a button on the screen to put you into drag and drop mode. And the default mode should be simple scrolling of the list wherever you touch and push up or down with your finger.
