Would really like to use some of the add-ons but do not because the licensing model states that i must license the add-on based on the number of users on core JIRA. This is wrong. I have less than 50 staff that use JIRA to manage about 150 customer users. So I license JIRA for 500. I really would like to have the tempo timesheet addon but i don't need it for 500, i need it for 50. So i am hamstrung from using it because of that licensing model.

Can this be changed? License the add-on separate from the number of users on JIRA.
