Disabling Outgoing Mail doesn't prevent invitation email to be sent

      Steps to reproduce.

      1. Disable outgoing mail on a Cloud Instance.
      2. Create a new user, under user management. (Do not set the password for the new user)

      User will receive the invitation email.
