In OnDemand, if a user wishes to force a language across products, they must visit each application's administration to change these settings. Furthermore, the preferences for Confluence specifically can be overridden by a user's browser language preference while JIRA doesn't behave in this way. There should be a single location to set the instance language and have that preference be persisted in all applications in the same way. Amongst the things needed to achieve this, the system preference for Confluence "confluence.browser.language.enabled" would need to be disabled.
