      Problem: 500 Error when setting Sign Up Options to No Restrictions

      Duplication Steps:

      1. visit Sign up options
      2. select Turn on self sign up and No restrictions
      3. Save, 500 error occurs (can be viewable by Inspecting Element in Chrome)
