Description
To reproduce this, login to a JIRA + Confluence OnDemand instance as a user who only has the Confluence access.
As the user, the most obvious way to change the profile picture/avatar, is by clicking on the "username" dropdown at the top right corner, and choose "Profile". This leads to https://domain.atlassian.net/secure/ViewProfile.jspa. If the user tries to change profile picture/avatar, nothing will happen. Uploading a picture will yield this error in UI:
Cannot attach file mypicture.jpg: Unknown server error.
In the log:

Workaround
Since the user can only use Confluence, the profile picture can be changed for Confluence at https://domain.atlassian.net/wiki/users/editmyprofilepicture.action
