Steps to reproduce it:

• Login as Administrator
• User Interface > Announcement Banner
• PUt the following content(example) on the table:

  JIRA Atlassian.  Click below to have a support agent assist you.
   <td><div align="left"><font color="#546796" size="2" class="style9"><a href="http://jira.atlassian.com">JIRA Atlassian </a></font></div></td>
  <br>
  

Current behavior: Dashboard is not rendering the HTML/Javascript content. IT's being displayed as plain text.
Expected behavior: JIRA should render the HTML/Javascript content. It works properly on JIRA Standalone.
