When a users exceeds the license limits, GreenHopper disables itself. There used to be more messages in the JIRA admin section warning the user that they are over the limit but they are now nowhere to be found. I'm fairly certain a message used appear on the User browser page. Users still get the error about being over the limit when they try to create issues or edit issues.
