Provide support for external SVN repositories

      Currently, the external SVN URL that users access to get to the SVN repository is somewhat hacked in. We basically look at JIRA's baseURL and add 'svn' to the end. If future, users may want to provide their own SVN repositories, which will require a better way working out the remote URL. The SVN application info should probably provide an 'internal' and 'external' url.
