Currently subversion access is open globally, introducing both internal and external security threats against source code while stored in Jira Studio.

It would be ideal if we could provide a whitelist of IP addresses for access to subversion (and ultimately git, when added).

This setting would allow us to lock down subversion access to within our VPN or to specific developer IPs when working remotely.
