As a Jira Studio system administrator, I would like to be able to make 'A la Carte' a dark feature

      We will be shipping studio versions with 'a la carte' features before summit, and we therefore need a way to make these features dark.

      I suggest providing a configuration option on the 'App Status Admin' page (jira/secure/admin/EditAppStatus.jspa), which is accessible only to system administrators.

      For this iteration, the places in the code that will rely on this switch (I'm sure there will be more) are:

      • Add project page (should display checkboxes with options for what components to create if and only if 'a la carte' is enabled)
      • Footer (switch between Studio and On Demand footer)
      • Intro Gadget (switch between Studio and On Demand intro gadget)
      • Any new pages related to a la carte functionality:
      • Confluence theme configuration pages
      • Project component bulk add page
