The original view plugins page was overridden in Studio to show a message: only sysadmin can install/enable/disable plugins, please raise a support ticket (with a link to Support Request).
With UPM replacing this page, we need to add back the help message. Since restricted admin can enable/disable 3rd-party plugins, the message should be only related to plugin install.
