JIRA 4.3 UPM allows admins to disable System plugins in Studio

      Administration->Issues->System->Plugins

      Using UPM, which is now bundled with JIRA 4.3, an admin is given the ability to disable system plugins, and accidentally break his/her own instance. Is this something we want to expose?

      In Studio 2.4 and earlier, we did not even show the list of plugins to admins.
