FishEye loses its licence on startup

      Sometimes when FishEye starts up, it prompts for the admin password and FishEye and Crucible licence files. At this time, it's config.xml file is fine (i.e. contains all repos) except for the missing licences. However, once these are entered through the web UI, FishEye starts up properly.
