Write unit test for com.atlassian.studio.importer.impl.user.JiraUserServiceImpl

      JiraUserServiceImpl is a result of AOD-2656 and AOD-2801. It represents the user-related functionality for the JIRA DB used in the access level step in the importer. It can be easily encapsulated and tested by mocking up com.atlassian.studio.importer.impl.user.JiraUserServiceImpl.AccessProvider and com.atlassian.studio.importer.impl.user.JiraUserServiceImpl.UserProvider.
